I have to wonder what the PA expected when it accepted U.S. Aid. There is a book, "Confessions of an economic Hit Man", that I think is relevant to this situation. I also know there is a strong push to reconcile with Fateh and hold new elections to overcome this issue, since both their rules are becoming unpopular. In either case, Congress's ban on funding relates to Fateh and the PLO's statehood bid, not Hamas...
